Zachary Anthony Campbell, a 33-year-old resident of Baltimore, Maryland, has pleaded guilty to two counts of sexually exploiting a minor. The announcement was made by Kelly O. Hayes, U.S. Attorney for the District of Maryland, along with Special Agent in Charge William J. DelBagno of the FBI’s Baltimore Field Office, Commissioner Richard Worley of the Baltimore Police Department, and Chief Charles J. Herring of the Towson University Police Department.
According to details from his plea agreement, Campbell abused an 11-year-old victim. In October 2023 and February 2024, he recorded videos of himself sexually abusing the child while the victim appeared to be sleeping. Additionally, between 2023 and 2024, Campbell placed a hidden camera in a bathroom on five occasions to record videos of the victim undressing. He kept these videos on his phone.
Campbell is facing a mandatory minimum sentence of 15 years and could receive up to 60 years in federal prison. After serving his sentence, he may also face up to a lifetime of supervised release. Sentencing will be scheduled at a later date.

U.S. Attorney Hayes commended the FBI, Baltimore Police Department, and Towson University Police Department for their roles in investigating this case. She also thanked Assistant U.S. Attorney Paul E. Budlow for prosecuting it.
