Congressman Andy Harris announced on May 8 that Angie Webb from Saints Peter and Paul High School is the winner of Maryland’s First Congressional District’s 2026 Congressional Art Competition. Her artwork, titled “Soaring Eagle,” will be displayed in the halls of the United States Capitol for one year. Webb will also be honored at the annual Congressional Art Competition reception in Washington, D.C.
The announcement highlights the importance of recognizing young artistic talent and celebrating national milestones through student creativity. The competition this year had a theme commemorating America’s 250th anniversary.
“Congratulations to Angie Webb on winning the 2026 Congressional Art Competition. In recognition of this year’s theme celebrating the 250th anniversary of America, ‘Soaring Eagle’ is a powerful piece that reflects the strength, freedom, and spirit of our nation through impressive artistic talent and patriotic imagery. I am proud to have Angie’s artwork represent Maryland’s First District in the halls of the United States Capitol, and I thank all of the students who participated in this year’s competition,” Harris said.
Harris has represented Maryland’s First District since replacing Frank Kratovil in 2011 according to Congress.gov. He previously served on both chambers of Maryland’s legislature from 1999 to 2011 according to Maryland State Archives. Born in New York City in 1957, Harris currently lives in Cambridge according to Congress.gov and graduated from Johns Hopkins University with a Bachelor of Science degree in 1977 according to Johns Hopkins University.
The broader impact of such competitions lies not only in fostering youth engagement with art but also promoting civic pride within local communities.
