The Frederick County Sheriff’s Office has announced the arrest of Ricardo Hernandez-Martinez, 31, following a cybertip from the National Center for Missing & Exploited Children (NCMEC). The arrest took place at a residence on Logan Street. Hernandez-Martinez faces 17 charges related to child pornography. Authorities have seized electronic devices, and he is currently held without bond with an Immigration and Customs Enforcement (ICE) 287(g) detainer.
According to the Frederick County Sheriff’s Office, detectives from the Internet Crimes Against Children (ICAC) unit executed a search warrant with assistance from the U.S. Marshals Service Capital Area Regional Fugitive Task Force at the Logan Street location in Frederick. The investigation was initiated after NCMEC sent a cybertip regarding child sexual abuse material found on a social platform, which detectives traced back to Hernandez-Martinez. He was arrested at the scene, and several electronic devices were confiscated as evidence before he was booked into the Frederick County Adult Detention Center without bond.
7News/WJLA reports that the case against Hernandez-Martinez involves an account allegedly sharing child sexual abuse material, leading to his arrest on Logan Street. He faces 17 counts, including three counts of distribution and six counts of possession of child pornography, along with solicitation- and permitting-related charges. The news outlet also notes that an ICE detainer has been placed following his arrest.
The U.S. Marshals Service explains that its Capital Area Regional Fugitive Task Force collaborates with over 100 federal, state, and local agencies across eight offices and has apprehended more than 102,700 fugitives since its inception in 2004. The Frederick County Sheriff’s Office noted that this task force assisted in Hernandez-Martinez’s arrest operation.
ICE describes its 287(g) program as one that delegates certain immigration officer authorities to trained local personnel for identifying and detaining removable noncitizens in local custody. This authority facilitated the lodging of the detainer against Hernandez-Martinez. The Frederick County Sheriff’s Office highlights its long-standing participation in this program through locally trained personnel who support ICE screening and detainer placement from their detention center.
