He stated that “The ICC’s actions undermined trust in the international justice system & set a dangerous precedent for democratic nations defending themselves against terrorism.” Hoyer emphasized the need for Congress to demonstrate bipartisan support for Israel in light of these developments.

Continuing his discourse on January 29, 2025, Hoyer commented on domestic issues by highlighting the impact of what he described as unconstitutional actions affecting various sectors. He noted that “From small business loans to infrastructure projects, school lunches to suicide hotlines, preschool programs to disaster assistance, this unconstitutional action pulls the rug out from under American families, businesses, and communities.”

In another tweet on January 29, 2025, Hoyer criticized President Trump’s order to halt all federal grants and loans. He asserted that “The federal government is supposed to function For The People. Ordering an immediate halt to all federal grants and loans, President Trump is deforming the federal government so that it serves him and him alone.”
