Maryland Transportation Acting Secretary Samantha J. Biddle met with Frederick County officials to discuss the Draft Consolidated Transportation Program (CTP) for Fiscal Years 2026 to 2031. The plan outlines a $21.5 billion investment aimed at enhancing safety, maintaining infrastructure, and driving economic growth.

“Listening and engaging with local elected leaders and Marylanders is critical in successfully delivering the State’s capital program,” said Acting Secretary Biddle. She emphasized that feedback helps align the program with shared goals to uplift communities and enhance connections.

Safety remains a top priority for the Maryland Department of Transportation, reflected in its Serious About Safety initiative within the Draft CTP. This initiative aims to reduce fatalities and serious injuries on Maryland roads by prioritizing projects for all users, including pedestrians and bicyclists.

Transportation officials provided updates on several projects affecting Frederick County during Wednesday’s meeting. State Highway Administrator Will Pines discussed multimodal projects improving safety, accessibility, and mobility statewide. He highlighted funding for the US 15 safety project from I-70 to MD 26, scheduled to start construction in 2028, and a $17.4 million upgrade of US 340 ramps at MD 17, MD 180, and US 15.

The Draft CTP includes full funding for US 15 safety improvements costing $177.9 million, with $149 million allocated within the six-year capital program. It also provides over $6.1 million in grants for Frederick County’s local transit operations and a $156,000 grant for Frederick Municipal Airport enhancements.

This meeting was part of the Maryland Department of Transportation’s tour across all counties to discuss funding plans and gather input from local officials and the public. The tour continues into November; dates are available online but may change as needed.

The six-year Draft CTP details capital investments funded by the Transportation Trust Fund across various administrations such as aviation, transit, motor vehicles, highways, and Maryland’s contribution to the Washington Metropolitan Area Transit Authority.

After completing the tour, the Maryland Department of Transportation will finalize the Draft CTP before submitting it to the Legislature in January during the General Assembly session.
