Maryland Transportation Acting Secretary Samantha J. Biddle visited Caroline, Talbot, and Dorchester counties to discuss the Draft Consolidated Transportation Program (CTP) for Fiscal Years 2026 to 2031. The plan involves a $21.5 billion investment over six years in projects aimed at improving safety and maintaining the state’s transportation infrastructure.
“Listening and engaging with local elected leaders and Marylanders is critical in successfully delivering the State’s capital program,” said Acting Secretary Biddle. “The feedback we receive helps us to better serve the State and deliver a program that aligns with our shared goals to uplift communities and enhance connections to opportunities.”
The Maryland Department of Transportation’s focus on safety is highlighted by its Serious About Safety initiative, which aims to reduce fatalities and serious injuries on roads as part of the state’s vision zero goal.
During meetings held on Tuesday, officials provided updates on several projects affecting the three counties. State Highway Administrator Pines emphasized multimodal projects designed to improve safety, accessibility, and mobility for all users. Completed improvements include new turn lanes at MD 328 and MD 404 in Caroline County, signal upgrades in Talbot County, and a “Quick-Build” Complete Streets project near Warwick Elementary School in Dorchester County.
Other investments include a $4,500 Kim Lamphier Bikeways grant for bike racks in Easton, $640,000 for Easton Airport runway extension through the Maryland Aviation Administration’s Statewide Aviation Grants program, $18,000 for obstruction removal at Cambridge-Dorchester Regional Airport, $872,000 for local transit operations in Dorchester County, and $1 million in grants for Delmarva Community Transit across Caroline, Talbot, and Kent counties.
These meetings are part of a broader tour by the Maryland Department of Transportation across all 23 counties and Baltimore City to discuss funding plans. The tour will continue into November. Dates and locations can be found here: ctp.maryland.gov.
Following this tour, the department will finalize the Draft CTP before submitting it to the Legislature during the 2026 General Assembly session.
