On February 1, 2025, Hoyer expressed pride in observing Black History Month. He emphasized the importance of recognizing the contributions of Black Americans to society and urged continuous efforts toward equality and opportunity for all. “I am proud to join in observing #BlackHistoryMonth to honor the culture and achievements of Black Americans who continue to shape our nation.”

In a post dated February 3, 2025, Hoyer criticized Elon Musk and Donald Trump for allegedly undermining USAID and circumventing Congress. He reaffirmed his support for federal employees and America’s global leadership. “Elon Musk and Donald Trump’s illegal overrun of USAID undermines the Constitution and attempts an end run around Congress.”

Later that day, he further elaborated on the issue with USAID, denouncing what he perceives as attempts by Musk and Trump to create chaos through their actions against this agency. Hoyer pledged not to let these efforts succeed. “USAID and its federal employees faithfully serve to advance America’s credibility & interests abroad.”
