1. Public Hearing: Resolution No. 139-2018 - To Amend the Fiscal Year 2019-2023

Capital Improvement Program and Capital Budget to Include Federal Grant Funding in the amount of $820,000 for the Department of Recreation, Parks and Tourism’s Project titled “Pirate’s Wharf Master Plan and Park Development” and to increase the Fiscal Year 19 General Fund “Pay-Go” to $354,758 for said project - Mr. Steve Miller, Director of Recreation, Parks and Tourism

2. Resolution No. 140-2018 - Authorizing the County Executive to Accept a Grant Award from the Federal Land Water Conservation Fund through the Natural Park Service in the amount of $820,000 for the Pirate’s Wharf Master Plan and Park Development Project - Mr. Steve Miller, Director of Recreation, Parks and Tourism

3. Submission of an Appointment to the Wicomico County Planning and Zoning Commission - Mr. Wayne Strausburg, Director of Administration

4. Resolution No. 141-2018 - Confirming the Reappointment of Charles R. Dashiell, Jr. to the Wicomico County Planning and Zoning Commission - Mr. Wayne Strausburg, Director of Administration

5. Resolution No. 142-2018 - To Amend Resolution No. 48-2018 to change the reference of “focus area” to “enterprise zone” – Mrs. Laura Soper, Director of Business Development for the City of Salisbury

6. Resolution No. 143-2018 - Declaring that 500 Riverside Realty LLC is eligible to receive Enterprise Zone Benefits for Property located at 500 Riverside Drive, Salisbury, MD - Mrs. Laura Soper, Director Business Development for the City of Salisbury

7. Resolution No. 144-2018 - Declaring that Empire Fitness LLC is eligible to Receive Enterprise Zone Benefits for Property Located at 600 Glen Avenue, Salisbury, MD - Mrs. Laura Soper, Director of Business Development for the City of Salisbury

8. Resolution No. 145-2018 - To Increase the Membership of the Wicomico County Natural Resources Conservation Advisory Committee from Nine to Ten Members by Adding a Representative from the City of Salisbury - Mr. Wayne Strausburg, Director of Administration

9. Resolution No. 146-2018 - To Authorize the County Executive to Accept a Donation of Property from Connelly Mill Associates, LLP, consisting of 234.67 Acres, more or less, Located on the Southerly Side of Connelly Mill Road Adjacent to the Henry S. Parker Athletic Complex – Mr. Weston Young, Assistant Director of Administration

10. Resolution No. 147-2018 - Designating Persons for Training Under the Open Meetings Act

11. Submission of Capital Improvement Budget and Program - Mr. Wayne Strausburg, Director of Administration, and Mr. Weston Young, Assistant Director of Administration

1. Introduction: Legislative Bill 2018-13 - An Act to amend the Wicomico County

Personnel Manual Chapter One, Titled “Authority, Objective and Scope,” Section 0104, titled “Scope”, Chapter 6, titled “Recruitment and Selection, Section 0615, titled, “Appointments”; Chapter 8, titled “Probationary Period”, Section 0801, titled, “Objective, and Chapter 27, titled “Definitions,” Section 2701, regarding the employment relationship of Deputy Department Directors shall continue to be in the Merit System, and following the probation period, shall not be at-will employees.

2. Introduction: Legislative Bill 2018-05 - Amendment No. 2: An Act to Amend and Transfer the Appropriation from Estimated Contribution to Fund Balance Account and the use of Prior Year Funds Balance Account to Solid Waste Enterprise Fund, Cell 9 Construction Project Account in the Annual Budget for the Fiscal Year Ending June 30, 2019.
