Item 2 Board Chair Report: Bert Nixon

2(a). Ann Rose has brought a visitor today, Antonia Rus, an intern with the Saint Mary’s County Health Department who is a Senior at the University of Washington in Seattle and was selected by the National Environment Health Association (NEHA) for the National Environmental Public Health Internship Program (NEPHIP).

Item 3 Executive Director Report: James Merrow

3(a). 175 Licensees have completed their required training for continuing education credits for the license expiration of June 30, 2019 at the time of this agenda preparation. 3(b). The webpage update has been completed. Any additional suggestions or missed revisions please advise. 3(c). The August 7, 2018 exam has 19 candidates eligible to take the exam. The names are listed below:

3(d). The Board staff is requesting the Board to change the April, 2019 licensing exam to be held in February as the this will be the license renewal period. 3(e). Amy Parrish and Ann Rose have been re-appointed on the Board for 4 more years. 3(f). Stats for the Licensing Database:

3(g). The Board received an inquiry from Steven Krieg, a licensee. Mr. Krieg posed a question to the Board: “Are the plumbing inspector’s in Baltimore County specifically allowed by State law to perform inspections of septic systems without being required to be a licensed Environmental Health Specialist?” Mr. Krieg has requested a response in writing. The Board staff, at the direction of the Executive Director, James Merrow, contacted two licensees who would be the most probable to consult with to answer the question. Mr. Tom Ernst and Mr. Bill Ensor both advised that permittees who install septic systems in Baltimore County must be licensed Master Plumbers or Licensed Sewage Disposal Contractors. The Sewage Disposal Contractor license requires passing an exam as well as demonstrating prior work experience installing septic systems under the supervision of another licensed individual. All new septic systems and repairs are existing septic systems in Baltimore County are designed by licensed Environmental Health Specialists. Inspections to verify that septic systems are installed in accordance with the approved design are performed by Plumbing Inspectors (see attached memo). Plumbing Inspectors for Baltimore County are also licensed Master Plumbers.

Item 4 Credentialing:

4(a). Vanessa Ciaramellano Campbell - Ms. Ciaramellano Campbell has applied with the Board for her Certificate of Eligibility. The minimum requirements were met and the Certificate of Eligibility has been issued. Ms. Ciaramellano Campbell is requesting the Board review her experience as credit for her in-training period. She is an employee with the Department of the Environment her title is Environmental Compliance Specialist. A letter from her supervisor, Brian Littlefield is attached for your review along with her MS-22. The Environmental Compliance Specialist classification is exempted from licensure in Statute 21-301(3)(xviii)2. Application file has been brought to this meeting.

Item 5 Legislative/Regulations Committee: Bert Nixon and Linda Rudie

5(a). 10.60.02.06 Renewal of Licenses. James Merrow will report the upcoming changes. 5(b). Jasen Lau has expressed an interest in being nominated for the Legislative/Regulations Committee.

Item 7 Continuing Education Committee: Linda Rudie, Amy Parrish and

Bruce Bowman

7(a). Ann Rose has expressed an interest in being nominated for the Continuing Education Committee.

7(b). Lloyd Harmon, License # 000691 is disputing the following training he submitted for continuing education credit that has been denied. He is expected to be present to discuss the relevance and importance of the training for the Environmental Health Specialist.

7(c). Business Writing for Department of the Environment: Bruce asked that this be submitted to the full Continuing Education Committee for review. Amy Parrish responded approved for 50% of the requested credit. Linda Rudie responded with recommended approval as this type of training has been approved in the past and she not sure it should be approved for 50%.
