MARYLAND STATE POLICE: Two Vehicle Fatal Collision – Eastbound I-70 East of Hollow Rd, Frederick County

Maryland State Police issued the following announcement on Sept. 17.

Type of Incident: Fatal Motor Vehicle Collision

Date and Time: 09/16/2018 at 1059 PM

Location: E/B I-70 E/O Hollow Rd, Middletown, Frederick County, Maryland

Vehicle(s):

Vehicle #1: 2016 Ford Fusion

Vehicle #2: 2018 Freightliner Tractor Trailer

2014 UTI Box Trailer

Drivers:

Driver of Vehicle #1: Richard Allen Manlove, 78 years old, from Virginia Beach, VA

Driver of Vehicle #2: Latoya Vaneetra Richards, 36 years old, from Charleston, WV

Victim(s)/Injuries:

Richard Allen Manlove: pronounced dead at the scene

Latoya Vaneetra Richards: no injury reported.

Charges: None at this time.

Narrative: TFC J. Sorenson arrived at the scene of a two vehicle fatal collision before it had been dispatched. His investigation revealed that a 2016 Ford Fusion, operated by Richard Allen Manlove, was traveling eastbound on I-70 east of Hollow Rd in Middletown, Maryland. A 2018 Freightliner tractor trailer was stopped on the right shoulder in the same area of eastbound I-70 with a flat tire. For unknown reasons, the Ford left the roadway to the right and struck the rear of the tractor trailer. EMS declared Mr. Manlove deceased at the scene. Two lanes of eastbound I-70 were closed until approximately 0330 AM, however lane 1 remained open for the duration of the incident. CHART assisted with the temporary lane closures. A specially trained state police Reconstructionist responded to the scene as well as a trooper from the Commercial Vehicle Enforcement Division.
