ATTENDEES:

Catherine Keim, Board President, Republican Member Katrina Purnell, Board Secretary, Democratic Member (via phone) Brad Bellacicco, Republican Member Joseph Collins, Republican Member (via phone) Sharon Morris, Democratic Member Peter Golba, Board Attorney Anthony Gutierrez, Election Director Dionne Church, Election Deputy Director

The Wicomico County Board of Elections met Wednesday, August 15, 2018 at 9:00 a.m.

Public notice was given and the agenda was posted at the Board of Elections office the week prior to the meeting.

Catherine Keim called the meeting to order, as there was a quorum present. Brad Bellacicco voluntarily led the Pledge of Allegiance and Catherine Keim voluntarily led the Lord's Prayer.

Catherine Keim asked for approval of the August 15, 2018 minutes as corrected. Brad Bellacicco made the motion to approve the minutes; seconded by Sharon Morris, passed, unanimously.

DIRECTOR'S REPORT:

We now have the County pool car on loan to our department until mid-November.

The Civic Center contact person has informed us that our Early Voting and Election Day activities at the Civic Center will not be affected by the new Civic Center policy requiring attendees to go thru metal detectors.

OLD BUSINESS:

Sharon Morris made a motion to request the county to address the problem of the co-location of the servers, telephone equipment, hot water heater and janitor's sink; seconded by Brad Bellacicco, passed, unanimously.

NEW BUSINESS:

Updates on the November General election:

• Our board of ed contact person said there should be no construction issues; we are using the same schools that we did in the Primary election. The Early Voting ad on the Lower Shore Transit buses are now up. We have requested a waiver from the State Board of Elections to allow us to deploy 2 BMDs at our Early Voting Center.

We will again have a 2-page, 17” ballot as we did in November 2016. (Prince Georges’ county will have a 3-page ballot!)

• The sample ballots are on schedule to go out the first week of October.

The Director proposed suggestions to ensure our voters are notified about the upcoming election. Sharon Morris made a motion that the Sample Ballot is adequate communication; seconded by Brad Bellacicco, passed, unanimously.

The Director requested the chair entertain a motion to delegate the selection of the post-election audit precincts to 2 board members of opposite parties and the staff on election night after the polls close. Brad Bellacicco made the motion; seconded by Sharon Morris, passed, unanimously.

The Director asked to create a policy for the Election Night Returns for the public be closed 30 minutes after the final upload. Brad made a motion to accept the policy; seconded by Sharon Morris, passed, unanimously.

The board reviewed the draft June 2018 Primary canvass minutes and gave corrections. Brad Bellacicco made a motion to table the Board of Canvassers minutes until the October 17, 2018 meeting; seconded by Sharon Morris, passed, unanimously.

Catherine Keim announced the next scheduled meeting would be Wednesday, October 17, 2018 at 9:00 a.m.

Sharon Morris made a motion to adjourn. The meeting adjourned at 10:08 a.m.
