On April 4, 2025, Hoyer expressed opposition to President Trump's Executive Order, which he believes undermines fair labor practices and jeopardizes the job security of federal employees. "Trump’s EO undermines fair labor practices & makes it easier to fire the federal employees who keep our country running. I joined @Labor_Caucus & @HouseDemocrats to urge Trump to reaffirm the rights of federal workers to unionize & collectively bargain."

Later the same day, Hoyer reflected on the latest jobs report showing economic growth but highlighted concerns about the broader impact of Trump's policies. "Today's #JobsReport shows 228,000 jobs were added to the economy, however uncertainty grows as we watch Trump's policies raise prices across the board. On April 7, 2025, Hoyer turned his attention to the vital role of libraries and similar institutions in society. "One place remains free and safe to everyone, regardless of ability to pay or having a membership: the library. Libraries, museums, and historic sites do more than just preserve history; they are social infrastructure - hubs for civic activity, digital inclusion, workforce."
