Here is the minutes provided by the Board:

The meeting was called to order by James Govoni, President. Mr. Govoni called for the approval of the March 14, 2018 minutes. A motion was made, seconded and approved.

General Announcement:

Mr. Govoni’s first general announcement was to remind everybody that licensing is under way, so renewal for one-half our licenses will finish at end of this month. Mr. Govoni stated thanks to our Licensing Chief, Eula Gautreaux, it is going swimmingly. He stated that everything has come in and she’s created all the appropriate documentation to file and check, and has done an outstanding job. This is her 1st cycle, it’s a huge ordeal, so very grateful to her, done amazing job, and wanted to announce this in open session.

Mr. Govoni also stated that licensees will be getting their stickers soon. So, if you are renewing and have sent everything in, please look for your stickers in an envelope. Some people throw them away. They are coded to your license, so they would have to be reset if they are lost. So if you are expecting stickers, look for them as soon as the licensing cycle will end this month, and then please place them on your existing license on display in your establishment.

Mr. Govoni further stated that If you are not renewed by the end of the month, will go into unlicensed time and then if you go past date certain in May, will be stuck with a late fee, which is substantial.

He ended by asking licensees to please make sure everything in order when send it in. If you have been flagged electronically for sending in your continuing education credits, please do so. He stated he always sends his in with paper application just to avoid any conflict and keep copies of his own.

Administrative Report:

Interim Executive Director, Richard Proctor, began by reiterating his appreciation for the staff, in particular Eula for her efforts.

He stated that good progress is being made with the mortuary transportation companies and decision has been made to obtain direct access to the MVA drivers record system. We had a situation where we used one of the other Board’s for that service, but going forward, it is warranted that we have our own access.

We are continuing to evaluate our new office design and processes and we will keep the Board updated.

We are looking to update website as warranted.

Recruitment for the Executive Director position is on ongoing.

Family Security Trust Fund Advisory Committee:

Lynn Shuppel, Chair, reported that the value of the fund, as of yesterday, is $1,076,770.50.

Mr. Bailey moved for approval of Simplicity Cremation and Funeral Services, Thomas Allen, P.A. The motion was seconded and approved.

Mr. Bailey moved for approval of Edith Wynn Funeral Service, P.A. The motion was seconded and approved.

Executor’s License-

Mr. Bailey moved for approval of Zannino Funeral Home, under Title 7-308.1(f), for a 3-month extension of their Executor’s License. The motion was seconded and approved.

Licensure Committee Report:

Mr. Newman moved for approval of Timothy Casey of Bruzdzinski Funeral Home for apprenticeship license. The motion was seconded and approved.

Mr. Newman moved for approval of Diego F. Morejon of Thibadeau Mortuary Service for apprenticeship license. The motion was seconded and approved.

Mr. Newman moved for approval of Lindsey Raymond of Raymond Funeral Service for apprenticeship license. The motion was seconded and approved.

Mr. Newman moved for approval of Matthew Wilson of Lee Funeral Home – Calvert P.A. for apprenticeship license. The motion was seconded and approved.

Mortician by Waiver-

Mr. Newman moved for approval of Shenae N. Cooper-Drummond for mortician’s license. The motion was seconded and approved.

Mr. Newman moved for approval of William Phillip-Pearce for mortician’s license. The motion was seconded and approved.

Crematory Operator-

Mr. Newman moved for the approval of Ivan McDaniel Wingfield of Joseph H. Brown, Jr. Funeral Home for Registered Crematory Operator. The motion was seconded and approved.

Registered Transporters-

Mr. Newman moved for the approval of Karen J. Coccagna of Statewide Removal Service Inc. for Registered Transporter. The motion was seconded and approved.

Mr. Newman moved for the approval of Jeffrey J. Marsiglia of Statewide Removal Service Inc. for Registered Transporter. The motion was seconded and approved.

Mr. Newman moved for the approval of Rebecca Peters of Statewide Removal Service Inc. for Registered Transporter. The motion was seconded and approved.

A motion was seconded and approved for the above CEU’s.

Old Business:

Mr. Govoni, President reminded that existing establishments do not need to pay into the Family Security Trust Fund this year, however new establishments, formulated and approved by the Board will be required to make their one-time contribution to the Family Security Trust Fund.

The Anti-Trust Bill referred to as the NC Dental Legislation and Implementation, notice of final action was in the Maryland Register. Effective date is April 9, 2018. The regulations are in effect at this time.

The printing of the Mortuary Transport I.D.’s and the distribution is underway. Any persons that have not contacted the Board after numerous attempts will not be able to get their card and therefore technically not able to practice. It is a requirement to have the identification with you if you are a transporter transporting.

New Business:

Legislative Update:

HB 288- Health Occupations- Power of the Secretary of Health- Boards and Commissions. Hearing held in Health and Government Operations Committee, Bill received unfavorable vote on March 16, 2018.

SB 1000- Funeral Directors, Morticians, and Crematory Operators- Disposition of Body by Cremation- Requirement. Bill withdrawn on March 16, 2018.

Title 28- Office of Administrative Hearings, Subtitle 04- Review of Decisions and Actions of Health Occupation Boards and Commissions, Code of Maryland Regulations (COMAR- 28.04.01). Per the March 30 ,2018 edition of the Maryland Register, on March 20, 2018, the Chief Administrative Law Judge of the Office of Administrative Hearings and the Secretary of Health adopted new Regulations.01-.08 and Appendix A under a new chapter COMAR 28.04.01 Referrals, under a new subtitle, Subtitle 04 Review of Decisions and Actions of Health Occupation Boards and Commissions. This action, which was proposed for adoption on February 2, 2018 has been adopted as proposed. Effective Date is April 9 ,2018.

Title 10-Maryland Department of Health, Subtitle 29- Board of Morticians and Funeral Directors, Family Trust Fund, Code of Maryland Regulations (COMAR 10.29.15). Per the March 30, 2018 edition of the Maryland Register on March 15, 2018, the Secretary of Health adopted amendments to Regulations.01---.05,.07 and.08 under COMAR 10.29.15 Family Trust Fund. This action which was proposed for adoption on January 19, 2018 and has been adopted as proposed. Effective Date is April 9, 2018.

Pursuant to Maryland State Government Article, Code § 10-501 et. Seq., on a motion by James Govoni, President, and seconded, then the Board unanimously voted to close its meeting.
