Item 1 – Boy Scouts of America, Citizenship and Community Merit Badge – Stephen D. Nelson, Scout Master, Troop 9, Cresaptown United Methodist Church.

ACTION AGENDA

Item 2 – Road Opening Petition – Possible Action – Christopher L. Owens, Teresa M. Owens, Frances Ann Hixon, Kathy L. Robinette, Genevieve Yonker, and Magnolia Greene Limited Partnership – The road opening petition is with the intent of closing a certain portion of an unnamed public alley shown on the plat of “Lands of Lewis Heirs and Lewis First Addition” and intersecting the easterly side of Winchester Road in Election District 29, Allegany County, Maryland – Stephen C. Wilkinson, LLC, and Saad & Saad, LLP, Star Title Agency, LLC.

Item 3 – Code Home Rule Bill 6-18 – Introduction – “Water and Sewer Projects Bond Authorization - $2,600,000 to Include Braddock Run and Bedford Road Sewer Projects” – Jason M. Bennett, CPA, Director of Finance.

Item 4 – Resolution 18-35 – Public Improvement Bonds of 2018 - $10,905,000 – Board of County Commissioners to approve Resolution 18-35 Public Improvement Bonds of 2018 - $10,905,000 – Jason M. Bennett, CPA, Director of Finance.

Item 5 – Memorandum of Understanding for the Borden Tunnel Lighting Project – Board of County Commissioners to approve an MOU between the Maryland Department of Transportation State Highway Administration and Allegany County Department of Public Works, for the Borden Tunnel Lighting project and to proceed with design and permitting – Adam Patterson, PE, Deputy Director of Public Works.

Item 6 – Resolution 18-36 – Allegany County, Maryland Hazard Mitigation Plan – Board of County Commissioners to approve the Allegany County, Maryland Hazard Mitigation Plan as authorized by the Federal Disaster Mitigation Act of 2000 – Richard L. DeVore, Director of Emergency Management.

Item 7 – Allegany County Board of Education Fiscal Year 2019 Budget Amendment – Board of County Commissioners to approve the FY 2019 Board of Education budget amendment to hire an additional Staff Accountant to help meet the district’s reporting requirements. The funding will come from additional internal revenue sources – Lawrence S. McKenzie, CPA, Chief Financial Officer.

CONSENT AGENDA

Item 8 – Master Memorandum of Understanding with Maryland Department of Transportation State Highway Administration for Federal-Aid Projects – Board of County Commissioners to authorize the President, the Director of Public Works, and the Director of Finance to sign the Master Memorandum of Understanding with Maryland Department of Transportation State Highway Administration for Federal-Aid projects.

Item 9 – Allegany Museum Permanent Transportation Exhibit Bid Award – Board of County Commissioners to accept the bid from Transmedia Design, Cumberland, Maryland, in the amount of $300,000 to concurrence- in-award from the Maryland State Highway Administration.

Item 10 – Bedford Road Area Water Project – Phase I Bid Award – Board of County Commissioners to award the Bedford Road Area Water Project – Phase I to First Fruits Excavating Inc., Ridgeley, West Virginia, in the amount of $533,050, subject to approval by the funding agency and authorize the President to sign the required project documents.

Item 11 – George’s Creek Boulevard Cell Tower Land Lease Agreement – Board of County Commissioners to approve the execution of a five-year lease with Rocon, LLC, a Maryland Limited Liability Company, with the opportunity for five additional five-year terms, for 10,000 square feet of land on George’s Creek Boulevard, LaVale, Maryland, for the purpose of a commercial communications tower.

Item 12 – Allegany County Administrator’s Travel Request – Board of County Commissioners to approve the travel request from the Allegany County Administrator to participate in the International Council of Shopping Centers New York Deal Making in New York, New York.

Item 13 – Allegany County’s System Upgrade Agreement with Motorola – Board of County Commissioners to approve and sign the System Upgrade Agreement with Motorola for the maintenance and service of the Motorola Radio System now operational for the first responders in Allegany County.

Item 14 – Declaration of Surplus Real Property – Board of County Commissioners to authorize several properties to be declared surplus and authorize their sale. Title to these properties passed to the Board of County Commissioners as a result of these properties being subject to tax sale and the foreclosure of the right of redemption by the title owners and other parties with interest in said properties.

Item 15 – Declaration of Surplus Vehicles – Board of County Commissioners to authorize the Allegany County Tourism Office to declare three trolleys as surplus and dispose of them in accordance with county policy: a 1987 Ford John Deere, a 2001 Freightliner, and a 2009 Dodge.

Item 16 – Recovery, Processing, Reporting and Marketing of Recycling Materials Contract Renewal – Board of County Commissioners to approve the Recovery, Processing, Reporting and Marketing of Recycling Materials contract renewal agreement with Penn-Mar Recycling, LLC, from July 1, 2019 to June 30, 2020.

Item 17 – Rawlings Community Park Operation and Maintenance Agreement – Board of County Commissioners to authorize the President to sign the Operation and Maintenance Agreement for Rawlings Community Park for a three-year agreement with North Star Ministries Inc.

Item 18 – Potomac Highlands Airport Authority Appointment – Board of County Commissioners to approve the appointment of Danny Malamis as a member of the Potomac Highlands Airport Authority. His term will expire on June 30, 2021.

Item 19 – Community Promotions Expenditure – Board of County Commissioners to authorize the County Finance Office to remit $1,500 budgeted from the Community Promotions Account to support the Maryland Food Bank.
