On May 8, 2025, Hoyer emphasized the importance of supporting Ukraine in its conflict with Russia. He stated that "If Ukraine loses, America loses. We cannot turn our back on our allies and the world to appease dictators." He urged for solidarity with Ukrainians who are defending their country against Russian aggression.
