With a career that began in the Maryland House of Representatives and later in the Maryland State Senate, Hoyer continues to advocate for federal employees and educational institutions while addressing regulatory bodies.

On May 20, 2025, Hoyer addressed the challenges faced by federal employees, emphasizing their dedication to democracy and essential services. He stated: "Our federal employees continue to show up for democracy and the services the American people rely on. They deserve better than villanization and being put in 'trauma.' I stand with federal employees as we combat Trump, Vought, and Musk's illegal attacks on the federal workforce."

The following day, May 21, 2025, Hoyer highlighted potential risks associated with dismantling the Department of Education. He tweeted: "Dismantling @usedgov would put millions of students at an immense disadvantage & their future in jeopardy. Join me & @AppropsDems at 10:00 a.m. as we seek answers from @EDSecMcMahon on how the Trump Administration plans to support our children's success."

Later that same day, Hoyer raised concerns about the Federal Communications Commission (FCC) potentially misusing its authority against press freedom and free speech rights. His tweet read: "I am concerned that @FCC is weaponizing its authority, attacking the press & first amendment, & is distracted from its mission to keep Americans connected. Join @AppropsDems now as we ensure the FCC continues protecting our rights to free speech & press."
